Javascript Cookie or CMS?

To let users make a top 10 link list...

Is it in 2011 ok to use javascript cookies to store a users favourite links?

For me, (basicly unknown with CMS), CMS seem 2 komplicated for the simple task, to let a user set up and store a simple top 10 link list?

Is there other options?

I am not pretty sure about the other options are available to choose from or not, but what i can only suggest to avoid Javascript. I mean there must be some solution for this.
