Default Can't Get Tomcat 5 to Run on Win 98

Starting Tomcat from MSDOS window get Out of environment space error
What should I do to correct this?

This is what I get trying to run Tomcat
c:\>cd %CATALINA_HOME%
c:\Tomcat5>cd bin
c:\Tomcat5\bin>startup
Out of environment space
Can not find
This file is needed to run this program
c:\Tomcat5\bin>


I have Window 98, so I can not set the environment variables
as instructed in the book (Beginning JSP 2.0) on page 13 for Window 2000. Instead I updated my autoexec.bat files to include the
environment variables.

This is what I did:
1) Install Java (j2sdk1.4.0_01)

2) Install Tomcat 5 from Milestone Builds
(jakarta-tomcat-5.0.5.exe)

3) change autoexec.bat which looks like this

@C:\PROGRA~1\NORTON~1\NAVDX.EXE /Startup
@C:\PROGRA~1\WILDFI~1\GOBACK\GB_PROG.EXE /i C:999
SET BLASTER=A220 I7 D1 H7 P330 T6
SET SBPCI=C:\SBPCI
REM [Header]
@ECHO OFF

REM [CD-ROM Drive]

REM [Miscellaneous]

REM [Display]

set ROOTDIR=C:/
set HOME=C:/
set TMPDIR=c:/windows/TEMP
set SHELL=C:/mksnt/sh.exe
set LOGNAME=mks
set JAVA_HOME=C:\j2sdk1.4.0_01
set CATALINA_HOME=C:\Tomcat5
set CLASSPATH=C:\Tomcat5\common\lib\servlet-api.jar;.

PATH
C:\WINDOWS;C:\WINDOWS\COMMAND;C:\j2sdk1.4.0_01\bin ;C:\Tomcat5\bin;C:\MKSNT;.

Create a shortcut to the batch file. Right click on the shortcut, choose Properties. Go to the Memory tab and crank up your environment size.
