Default Copy Local, Reference property

I am having trouble when I copy a project folder over from one computer to another if the objects I have referenced are not on the new computer. If I set the CopyLocal property to true for my references, does that copy the references to the project folder to prevent this problem? Or does that just make the finished program copy the files locally when it executes?

By objects, I mean dll files and/or ActiveX components that have to be registered prior to using them because they were written with VB 6 or before.
