Default windows socket error

i am running a web application in dot net with dotnet fram work 1.1 installed on windows 2000 server.

now repeatedly my sever is geting hang and not allow users to log in the the application

i am also geting the error

windows socket error:An operation on a socket could not be performed because the system lacked sufficient buffer space or because a queue was full (10055), on API 'connect'

Is the no: of users creating the problem? how can i kill the sessions which r not active .. is there any option to kill inactive session from IIS or any utility...

how can i get a report of active users on the server apart from the the log file entry. realtime monitoring of connected users to the server.
