Error: directive 'WebService' is unknown

I have a customer who is getting the following error when trying to use web services:

directive 'WebService' is unknown

The webservice can be viewed at
http://accedev.fusionproductions.com...ntService.asmx

Any thoughts as to why he would be getting that error?

He as .net framework 1.1.
