Default Oracle Personal Version

HI folks.. I'm curious about what one can learn with the personal version of oracle compared to the pro version. I know nothing about oracle.. but I have db experience with both Access and MS SQL.. the latter I love, but would love to learn Oracle.. as it seems to be very popular.. That said, it seems oracle has not just database functionality, but one can buy front end functionality, web frontend functionality, etc, etc.. Can someone explain what's in demand with oracle, and if I can learn it from the personal edition? I know SQL pretty well, and I'm sure I can lear PSQL, but I want to know if I can do Oracle FOrms, etc, as I see these in the job listings all the time?
