Error with Database Configuration Assistant

Hi all

I'm just a oracle beginner and have a bit problem about Database Configuration Assistant .
Firstly,I already install oracle database 9i and then try to create database with Database Configuration Assistant.But,it doesn't appear anything after i select this following
Start>Programs>Oracle-Orahome92>Configuration and Migration tools>Database Configuration Assistant
How should i solve this problem?
