Default Resize Porportional

I am trying to make a video capturing app. I can capture video but i want the window a certain place on a background picture. The background picture is filled inside of the form so when i resize it it resizes as well. However my video window does not resize. THere is a certain section in the picture that i want my video window to stay when i resize. Any sugestions?
