Default setup progrm problem

Hi All,
i need to ask what is the minimum required to allow .net setup program work if installed on OS's like win98,win2000

i already do setup project... but when installing it on either Win98 or Win2000 machine warning alert me that i have to install .net framework.

The warning should have a link to go to Microsoft's website to download the .NET Framework for free. It is required that you install the .NET Framework for your program to be able to install and run.
