Default servlet compiling

is it necessary to restart the tomcat everytime we make changes to servlet

No. There's a hotdeploy configuration you can turn on in server.xml. I gotta run, I wish I could provide a direct pointer... but you can definitely deploy .class, .war, and .ear files on top of already deployed versions and have Tomcat pick up the changed version.
