Default Quiescing P2P replication

Can anyone help explain to me exactly what I need to do to quiesce replication. The documentation does not seem very clear. For example, it says that you have to first stop all activity at all nodes - is there a way to automatically block access from clients to the peer servers to stop activity? I think I am OK with the peer response stored procs that need to be run after activity has been stopped but am also unsure what I should do if I don't get a response from one of the peers?
