Default DTSHelper Active X dll

Hello,

I am trying to implement the Putting It All Together solution in Chapter 11 for DTS error handling. I need to create an DTSHelper ActiveX dll as explained on page 425 in the book. I do not have Visual Basic, only .NET 2003. Does anyone know to do this in .NET 2003?
