Issue sending HTML file as attachment in EMail

I am trying to send HTML file that includes GRAPH(Using OWC)
as an attachment thru EMail using CDOSYS. When I open the attachment,
it changes 5th value by removing the decimal point. Could somebody
suggest as to why decimal point is being removed from 5th value in graph. It works fine for numbers greater than 1.
