Default Cannot Load COMCTL32.OCX

I have a legacy application and keep getting a form
loading error.

Cannot load control tsCatalogue; license not found.

This error references COMCTL32.OCX.

The OCX is in win32 directly and I have an authorized version of VB 6 installed.

Any idea how I can get rid of this error ?

that is strange. installing VB should take care of installing the development version of all components...
see if this works:
