"70 Permission Denied" error in Windows 98

I tried to compile an OCX control in VB 6.0 (under windows XP environment) and it is working fine. But, when i tried to install the application in Windows 98, it throws an exception that saying "70 permission denied error".

If any help, I appreciated it.
