Default tools for developing PDA applications

Hi...I want to develop a system for my final year project...i'm planning on developing PDA application...right now i'm not sure what are the softwares i have to pick...are they J2ME, VB.NET, or even Windows Mobile...and i'm planning on using the Windows CE as the PDA's Operating System...so can u guys help me to provide better solutions for me...thanks a lot...
