Default Using VB.NET to develop PDA applications

Hi guys,

I am new to VB and VB.NET and have been asked to create an application by my boss to run on a PDA. I was wondering if this was possible using VB.NET?? Also how would you program an application that would get a scanned bar code and translate it into a format that can be put into an excel spread sheet?? Any help would be great
