problem with Setup Program

i have two questions

1- i have already add setup project to current project and built it but warning message says i have to install frame work on machine the setup will installed on

2- there is no ways to setup .net Setu programs on machines not installed on framewrok .

Note my OS is Win2000Server
if .net framework is built in OS's like XP ,2003 what about 2000 and before
