Default Problem with Help files installation

I installed VB.NET 2003. The install went fine. I tried to use the help
files under my login name with admin right, they help screen comes up
the standard ie screen when a site cannot be found. But if I login
as admin the help file work. I also purchase "bEGINNING VB.NET 2003,
and downloaded all the source code. I have not gotten very far in
the book, been trying to resolve this problem
