AVR (Automatic Voice Response) & VBscript?

Hello Gang,
Does anyone happen to know of some (preferably) free software that will allow me to script Voice Response to different situations? Just something that will allow me to pickup a modem, dial a number, and run a .wav/mp3/etc file through it. Any help would be appreciated - thanks!
