Default Executables

i have done a lot of programming with vb but i haven't had a teacher teach me how to properly make executables. i have tried to put them on my girlfriend's computer but they have never worked. i always get some issue with it because she doesn't have all the requirements. is there a way to package it so that it will take all the framework with the program? i have xp and she has vista is that the problem?
