Error during first build: PPQ.Master does not exis

I am following along with the text in ASP.NET 2.0 VWD 2005 page 27 which has me debug by pressing the run or build button (arrow) and I get the error message "The file '/skeleton/PPQ.Master does not exist". I did create the config file but I don't know how to create this "Master" file. any Ideas?
