Default couldn't creating a new Web project

I got an error box (not the "Web Access Failed Dialog Box") when creating a new asp.net
Web project with the vs.net IDE.
It said that my local IIS has not installed the needed component and asking me to install the
"Web develop Component" from the setup CD. I couldn't fix this problem on repairing the IDE
 several times.:(,it seem that the problem is not on IDE but the IIS(FPSE has been installed!),
 who has an idea ...........:((((((((,appreciate for you help! my english is not good!

What has been installed on your machine, do you have the following components:

Internet Services Manager (IIS)
Personal Web Manager (PWS)
