Problems with the Data Link Properties Dialog Box

I am unable to connect to the Data Link Properties Dialog Box in Server Explorer in Visual Studio 2003. I am unable to open the dialog box when double clicking the data link. It does not come up. Any suggestions on how
to get it up and running?

I have already done a reinstall and repair, neither seems to have any effect on the server explorer.
