problem with debugger

i have bought a brand new computer from hp which was delivered last afternoon i.e on 9/8/07. it was pre-loaded with original windows vista home basic and when i tried to install vb.net 2003 application. it ended up with the same error which is happening in ur dell laptops. the ins
tallation stopped on 99% and then it hanged. can anyone help me out to solve these problem
