Default Windows xp 2003 R2 Maintenance Problem

We are using windows xp 2003 R2 server, which are connected 20 users with the terminal. We have problem in sever space drive, our server space C drive FULL UP, some time there is no free space in Server C drive, we regularly remove the un-necessary files and temporary internet files etc from the sever. Our C DRIVE total capacity is 15 GB only windows sever and trend micro antivirus installed. no other software installed at the server.
How we can maintenance our server that it maintenance free space in C DRIVE ?
