If you are converting to HTML, there is no need for page breaks. Pages are meant for "print on paper", there is no need for "pages". I find it sometimes hard to explain this to people who are use to paper manuals. They also believe HTML should have revision bars(change marks) to indicate a revision. This makes no sense to me.

Page breaks can be applied in XSL-FO because PDF is a digital form of a paper manual, HTML is not.
