Default USER INTERFACE CLASS

hi
well my question would seams strange but i would like to ask if there are any pssiblity to create an ASP.net user inerface as class where i can use it in more that one page but the issue is that the event would differ from one page to another. So the web User control wouldn't be useful in my case. is there any other way to create this class are HTML interface with webserver controls?
