Default Control does not appear in toolbox

I have a WebControlLibrary1 project which contains 4 controls. Three of them appear in the toolbox the forth (a composite Control) does not appear.

When I go into Choose Items ..., the Choose Toolbox Items dialogue box opens, under the .Net Framework Components tab, the missing control is selected.

Also in the toolbox Show All option displays the forth control but it is not available to be selected.

Any suggestions.
