Web Administration Tool intended use

Hello,

Can anyone tell me if the Web Administration Tool (WAT) is intended to be used or given to web administrators as a solution for website administration?

In other words, can I create an application using the the WAT for personalization and membership and role management, etc. and then turn around and give the WAT to an administrator to manage the site I created for him/her?
