How to make interactive voice system

Hi everyone,
I want to add the functionality in my project(ASP.NET + C#) to call various telephone numbers(mobile and landline) and play the .wav file. Telephone numbers will be retrieved from SQL database. The message which will be played is something like "Hi, I am calling from.... Please press 1 to go to main menu.. press 2 for joining MyCompany... At anytime press 9 to end the call.". I also want to record the responses. Can you guys help me...............
