In my Project ,

I have to set my application as the 'Startup' Application. Here what i mean by the word Startup is "After the completion of windows loading, my application must be the first program to run not even explorer.exe.

I hope it's because I am misunderstanding your request, but this question doesn't make any sense. You have built an ASP.NET web application that you want to run automatically when windows starts? What possible practical application does this have? Are you going to assume that every computer you install this application on is going to be running IIS? The whole thing just doesn't make sense.
