Yes. Chapter 19 discusses deployment. You'll find general explanation as the actual deployment differs from hoster to hoster, so you'll need to check your hoster's site as well for more details. Note that deployment has become a lot easier in recent versions of Visual Studio, especially in VS 2013, so some of the stuff on deployment discussed in the 3.5 book is outdated.
Yes, the book teaches you the basics (and beyond) and as such would be pretty helpful. However, it's quite dated by now so I would look at its successors like Beginning ASP.NET 4.5.1. in C# and VB.NET: http://www.wrox.com/WileyCDA/WroxTit...11884677X.html
