I think you must be reading the UNIX instructions, since a on Windows, you should be looking for something with a
.exe (executable) or
.dll (dynamic link library) file extension. These instructions here, may be of some assistance:

It's a long time since I used Windows, myself, so I'm afraid I can't be of any further assistance.
