Doesn't that just mean that your account doesn't have sufficient permissions on the remote machine? From your descriptions, it seems it does work locally, but not on the remote machine, right?
Is your account allowed to access the remote database folder when you're on the Web server?
I am not 100% sure, but this could be a delegation issue where your account information cannot be transferred from the Web Server to the File Server. You may need to enable Kerberos to allow the delegation of security credentials over the network from machine B to C.
