I'm new C++ user
Do you have any recommendation on the IDE that is robust and user friendly?
Is there any free C++ IDE?

There are so many! I've used Borland C++ for years. It's great, now obsolete but still very useful. It has appeared on several free magazine cover discs so you should be able to get your hands on a copy. Of course it's a bit old-fashioned in some ways, rather depends what you want to do. Not advised for internet work for example.

Be warned that you can't use that on Win-98 or earlier.
