Default problem in Some characters in oracle form10g

I have some problems with some characters in Farsi language. I have changed the nls_language in windows registry but when I run the application mentioned characters show me like some strange characters or question marks. Is there any one can help me how I can solve these problems?I guess that I should modify one class in java related to the oracle form but I do not know which class should be modify and how!
