Default Changing 2003 servers Metabase.xml file without IIS downtime

Good day - Is it possible to alter the metabase.xml file without shutting down IIS??

mmmmmm I fear, and my research tells me not. Hopefully someone knows a way? My objective is to alter the 'AspMaxRequestEntityAllowed' property from the default 200kb. What were they thinking setting it so low!!!!!
