Default Web Based Active Dir Administration

Hi
  I am Planning to create a web based Application where by we can Manage the AD and perform Activities like

*Create/Remove/Search/Edit User
*Add/Remove Users from Groups.

I would like to know what are the Requirements for the Above Specification.And let me know any Info regarding this.
