I want to make sure that the e-mail address user entered is valid even it consists of "@" sign before insert into database. How can I do that?

The best way to valid an email address beyond just the structure of an address is to actually generate an email that the use must receive in order for the email address to be used. You'll still have to save the data to the DB, but sending a confirmation mail is a surefire way of validating it. You could insert the email address as "pending" and then they can click a link or enter some code that you send them to validate the address.
