Default JSTL is not responding?

HI,
i have started to learn jsp.i tried to run jsp pages from "Beginning JSP-2.0" from wrox.the problem is it is not linking JSTL correctly.what may be the problem.Can anyone help me?Pls explain how to run a simple jsp program in apache tomcat server.I've installed Tomcat,j2sdk correctly.
