Default Proxy Server Settings??? - Help!

I guess I may need some tips on this point.
Ok call me stupid, but I guess this is something I'd never realized. When I'm online, I get the proper response and everything works fine at http://localhost:8080/ and the JSP examples. I was under the impression (mistakenly?) that I should be able to work with the JSP projects while not connected to the internet using the local host and the Tomcat server. Do I have to be online or is it a proxy setting or something that I need to change? I'm using WinXP Pro and the Tomcat 5.0.14.
