Default Case Insensitive Comparison in Oracle 9i

hi all

in Oracle 10g we have the following statement to enable case-INsensitive comparison:
ALTER SESSION SET nls_sort=binary_ai

do we have somthing like this in Oracle 9i to enable case-INsensitive comparison
