Default Revised Thumbnail doubt. Please HELP!!

This is a desperate call for help.
I finally got gd library running, now I have a problem (as usual)
I have a database containing NAMES of the pcitures uploaded by visitors.
the field name is 'pics'
Now I have this 'Latest Reviews' feature on my main page which shows the latest 3 reviews. I want to write a PHP script that will take the names of the pictures from the database and resize (resample, decompress, whatever) and convert them to fixed size thumbnails.
So How do I do it????
Please point out some solutions.
Please !!!!
