installing SQLRS2000 on 2003

Im having a bit of a problem getting the default installation up and running on a win2003 box.
when i go through the installation with the wizard it only installs the help files.
running on the server are all the min requirements
win2003 r2 sp1
sql2000 sp3a
.net 1.1.4
iis 6
anybody experience this before?
