Default why it is not working

i had written the following code
"Server.Transfer("webform3.aspx");",it worked but when i wrote the same as Server.Transfer("HTMLPage1.htm");, its giving error. the error is" Invalid path for child request 'C:\Inetpub\wwwroot\WebApplication8\HTMLPage1.htm' . A virtual path is expected."

what is the error?
