Merge Replication using Web Sync Error

I am trying to setup merge replication using web sync. I keep on getting the message: The Proxy Auto-configuration URL was not found.

I am using "http://msdn2.microsoft.com/zh-cn/library/ms151255.aspx"
IIS is success.
