We need Primary chapter to flow on "odd" pages and Secondary chapter to flow on "even" pages. Pls provide us the correct "pagesetup" to generates output.

Below is the sample xml for reference.

If I am not wrong then your need is
page set for primary [Always start on Odd page]
page set for secondary [Always start on Even page]

if this is the case then

On the basis of your chapter match you can create 2 different page sets and that can be picked up when the certain condition will arise.

That means

1] 1 page set for primary
2] 2 page set for secondary
