Default OLE Server isn't registered

I am trying to insert an ActiveX Control into an Access 2000 'mdb' Form, namely, 'Microsoft Communications Control Version 6.0'. The following message appears:

The OLE Server isn't registered, to register the OLE Server, reinstall it

I have a copy of MSCOMM32.ocx in WINNT\system32. I have registered the control via the Tools/ActiveX menu. Also, I have temporarily removed Norton antivirus as it appears there could be a problem with script blocking. It still comes up with the same message. I have also tried Regsvr32.exe MSCOMM32.OCX from the WINNT\system32 folder and it successfully registered.
Any ideas on how to fix this problem?
I am running Windows 2000 Server and also have Visual Studio.net 2003 loaded.

Just received a copy of Visual Basic 6.0 as it appears that MSCOMM32.ocx is no longer supported in Visual Studio.net. I will check it out.

Visual Basic 6.0 copy did the trick.
