Error on oracle

Hi, I'm trying to connect to oracle 9i and I receive this error:
"ORA-12640: Authentication adapter initialization failed".

I'm using oci_connect() function, with php 5.
I don't know what happen, because i used the same function with apache and every thing is fine, but now with IIS 5.0, i get this error.
Help me please.
